This series consists of lists of local draft and advisory boards for each county or major cities within each state, as well as for the District of Columbia, and the territories of Alaska, Hawaii, and Puerto Rico, with the names of their appointed board members. Each state or territory submitted three original lists to the War Department during this period, although Wisconsin submitted five. Booklets published by the states, containing the names of their Selective Service System officials on various boards, are also included. Most of the lists are signed by Secretary of War Newton D. Baker or his deputies. At the end of the series are some unsorted oaths of office documents for officials from various locations.

Newton Diehl Baker Jr. (December 3, 1871 – December 25, 1937) was an American lawyer, Georgist, politician, and government official. He served as the 37th mayor of Cleveland, Ohio from 1912 to 1915. As U.S. Secretary of War from 1916 to 1921, Baker presided over the United States Army during World War I.
